DENPASAR, BALINEWS — The Bali High Prosecutor’s Office (Kejati Bali) has named SLD, the President Director of PT Danau Winata Indah, as a suspect in an alleged corruption case involving the use of assets belonging to the Bali Provincial Government in Jimbaran, Badung Regency.
SLD was named a suspect on Wednesday (Sept. 30, 2026), following questioning by investigators from the Bali High Prosecutor’s Office.
Satria Abdi, Assistant for Special Crimes at the Bali High Prosecutor’s Office, said the suspect designation was made after investigators obtained at least two pieces of evidence considered sufficient to establish SLD’s alleged involvement.
“SLD, as President Director of PT Danau Winata Indah, has been named a suspect based on sufficient evidence,” Satria said at a press conference at the Bali High Prosecutor’s Office on Wednesday.
The case dates back to 2007, when the Bali Provincial Government entered into a lease agreement with PT Danau Winata Indah concerning government-owned land in Jimbaran, South Kuta District, Badung Regency.
Under the agreement, the land was designated for the development of a shopping center, with the lease period set at 30 years.
However, by October 2014, PT Danau Winata Indah had allegedly failed to fulfill its obligation to develop the shopping center as stipulated in the agreement.
Investigators also found alleged discrepancies between the actual use of the land and its original designation. The land was subsequently used for the development of a condotel and other purposes.
PT Asabri Purchased 125 Condotel Units for Rp100 Billion
In August 2015, SLD, then serving as President Director of PT Danau Winata Indah, submitted an investment cooperation proposal for the development of a condotel to PT Asabri (Persero).
The cooperation subsequently continued in December 2015, when PT Asabri purchased 125 condotel units built on land covered by Building Use Rights (Hak Guna Bangunan/HGB) over a Management Right (Hak Pengelolaan/HPL) registered in the name of the Bali Provincial Government.
The total value of the 125 condotel units was Rp100 billion.
According to Satria, PT Asabri had already disbursed the funds for the purchase. However, PT Danau Winata Indah allegedly has yet to complete and hand over the 125 condotel units to PT Asabri.
“Investigators have currently concluded that there was an estimated state financial loss of Rp100 billion,” Satria said.
He stressed, however, that the figure remains the investigators’ preliminary calculation. The Bali High Prosecutor’s Office has formally requested the Supreme Audit Agency (BPK) to calculate the actual state financial losses.
“The calculation of the state financial losses has been requested from the BPK in Jakarta and is currently still in process,” he said.
Investigators Probe Allegedly False Documents
Investigators are also examining allegations that SLD used inaccurate or false documents in the process of establishing the cooperation with PT Asabri.
The documents allegedly formed part of the process that led PT Asabri to agree to purchase the 125 condotel units for Rp100 billion.
The Bali High Prosecutor’s Office is continuing to investigate the series of agreements, the utilization of the Bali Provincial Government’s assets and the transaction involving the purchase of the condotel units.
SLD has been charged under Article 603 in conjunction with Article 20 of Law No. 1 of 2023 on the Criminal Code, in conjunction with Article 18 of Law No. 31 of 1999 on the Eradication of Corruption, as amended by Law No. 20 of 2001.
Alternatively, SLD is also charged under Article 3 in conjunction with Article 18 of Law No. 31 of 1999, as amended by Law No. 20 of 2001, in conjunction with Article 20 of Law No. 1 of 2023 on the Criminal Code.
Prosecutors Leave Open Possibility of Additional Suspects
SLD is currently the only person named as a suspect in the alleged corruption case involving the provincial government asset.
However, the Bali High Prosecutor’s Office said the investigation remains ongoing and that investigators are examining the possible involvement of other parties.
Satria said prosecutors would not rule out naming additional suspects if investigators uncover sufficient evidence of their involvement.
The investigation is currently focused on establishing the full sequence of events surrounding the use of the Bali Provincial Government’s asset, the investment cooperation, the purchase of the 125 condotel units and the alleged state financial losses, which investigators have preliminarily estimated at Rp100 billion.
