SINGARAJA, BALINEWS — The Buleleng Regency DPRD Secretariat is developing SIAP DPRD (Integrated DPRD Oversight Information and Application System), a web-based digital platform designed to centralize legislative oversight data and processes within a single integrated system.
The initiative was proposed by Luh Suma Intari, S.Kom., M.A.P., Head of the Oversight and Public Relations Division at the Buleleng DPRD Secretariat, as part of a change initiative for the 2026 Level III Administrator Leadership Training Program.
Intari, widely known as Iin, said the platform was designed to address problems arising from the fragmented storage of oversight-related information. Data from meetings, official working visits, constituency recess activities, and follow-up actions on recommendations have so far been stored in separate documents.
As a result, retrieving information and preparing reports can be time-consuming. DPRD leaders also lack access to a dashboard providing real-time data.
“SIAP DPRD was developed to address these problems,” Iin said.
She explained that the initiative was selected following several analytical assessments, including the McKinsey 7S framework, PESTEL analysis, and SWOT analysis. Under the McNamara assessment method, the integrated oversight information system received the highest score of 18.1 among the options evaluated.
The implementation of SIAP DPRD is expected to reduce operational costs by cutting the use of paper, printing, photocopying, and physical archives.
The platform is also expected to accelerate report preparation, improve data accuracy for legislative leaders, strengthen coordination with regional government agencies, and support greater public access to information in accordance with applicable regulations.
The change initiative began on August 20, 2026. An Effective Team was established under Buleleng DPRD Secretariat Secretary's Decree No. 19 of 2026. The application workflow was also discussed with the Buleleng Regency Communication, Informatics, Encryption, and Statistics Office (Diskominfosanti).
According to Iin, socialization of the SIAP DPRD workflow was scheduled for October 5–9, 2026. The activities were intended not only to introduce the system to the public but also to gather feedback for further improvements.
The results of the socialization were scheduled for evaluation from October 12–16, 2026.
Development of the platform will proceed in stages through May 2028, when a fully integrated system is targeted for use by relevant regional government agencies.
By utilizing existing infrastructure and human resources, SIAP DPRD is also being designed for potential replication by other regional government agencies and DPRD secretariats.
Iin expressed hope that the platform would lay the foundation for the digital transformation of legislative oversight, enabling faster and more accurate reporting, greater transparency, and more data-driven decision-making.
