PLN’s IDR 68 Billion Building Management Project Under Scrutiny Over Alleged Direct Appointment and Subcontracting

JAKARTA, BALINEWS – A building management project at the headquarters of state-owned electricity company PT PLN (Persero), with a budget ceiling of IDR 68 billion, has come under scrutiny following allegations that PT Sinergi Properti Pratama (SPP), a subsidiary of the PLN Pension Fund, was directly appointed to carry out the project. Questions have also been raised over the alleged involvement of subcontractors said to have links to PLN officials.

Teuku Yudhistira, National Coordinator of Relawan Listrik untuk Negeri (Re-LUN), has urged PLN management to review the procurement process and project implementation. He called for greater transparency, particularly regarding the legal basis for the direct appointment and the selection of subcontractors.

According to Yudhistira, PT SPP was allegedly appointed to execute the project before transferring some of the work to another company, including PT Uty Yamoto Tanergy.

He also raised allegations of possible links between the arrangement and PLN Deputy President Director Yusuf Didi Setiarto. However, the alleged involvement of the official and the companies’ purported affiliations have yet to be independently verified and require clarification from the parties concerned.

“If the allegations of the Deputy President Director’s involvement prove to be true, this would clearly be a test for the new PLN President Director, Suroso Isnandar, who must act swiftly to restore order within the company he now leads,” Yudhistira said in Jakarta on Tuesday, October 27, 2026.

Yudhistira argued that the subcontracting arrangement could raise corporate governance concerns if the selection of the companies carrying out the work was not conducted transparently. He said PT SPP’s affiliation with PLN should not exempt the project from accountability requirements.

“In this project, there are indications that the work was subcontracted under the guise of corporate affiliation, making the direct appointment of PT SPP appear legally justified because of its affiliation with PLN, even though the project was subsequently subcontracted to another company,” he said.

He added that the alleged connections between subcontractors and PLN officials should be examined to determine whether any conflicts of interest existed.

Yudhistira also raised allegations of payments or fees potentially flowing to an official. However, the claim has not been independently substantiated by verifiable evidence.

He stressed that procurement procedures and subcontractor appointments in construction projects should be transparent and accountable to both the project owner and the public.

In addition to the headquarters project, Yudhistira drew attention to a maintenance project at the PLN Saketa Customer Service Unit (ULP) office in South Halmahera Regency, North Maluku, valued at approximately IDR 3.2 billion.

The project was reportedly awarded to PT SPP, with a contractual implementation period of 150 calendar days. Yudhistira alleged that PT Uty Yamoto Tanergy was involved in carrying out the work. The company has also been linked in his allegations to Muksin Thalib, chairman of the Indonesian Chamber of Commerce and Industry (Kadin) in North Maluku.

He further cited information suggesting that the project had not been completed within the contractual period.

However, the project's actual completion status, the reasons for any delay, and the parties responsible have yet to be confirmed through contract documents and official statements from the companies involved and PLN management.

In response to the allegations surrounding both projects, Yudhistira called on Indonesia’s Corruption Eradication Commission (KPK), the Attorney General’s Office, and the National Police’s Special Directorate for Corruption Crimes (Kortas Tipikor) to examine the projects.

He said Re-LUN planned to submit a report to law enforcement authorities so that the allegations could be investigated.

“This case must receive the attention of the KPK, the Attorney General’s Office, and Kortas Tipikor so that all alleged misconduct involving senior PLN officials can be investigated,” he said.

The allegations concerning the IDR 68 billion building management project and the IDR 3.2 billion Saketa office maintenance project have not been established as proven violations. Responses from PLN management, PT SPP, PT Uty Yamoto Tanergy, Yusuf Didi Setiarto, and Muksin Thalib are needed to clarify the procurement procedures, subcontracting arrangements, and implementation status of the two projects.
