JAKARTA, BALINEWS – The inauguration of the new office of PLN’s Sukoharjo Customer Service Implementation Unit (UP3) in Central Java by PLN Deputy President Director Yusuf Didi Setiarto on Saturday, October 31, 2026, has drawn scrutiny following questions over the absence of President Director Suroso Isnandar and allegations surrounding the Rp24 billion construction project.
The project is reportedly suspected of having been awarded through a direct appointment mechanism to PT Sinergi Properti Pratama (SPP), a subsidiary of PLN’s Pension Fund. More significantly, an internal source at PLN headquarters alleged that the construction work had proceeded without a formal work contract.
According to a post published on the Sukoharjo Regency Government's official Instagram account, Yusuf Didi Setiarto attended the inauguration of the newly completed PLN UP3 Sukoharjo office. Also present were PLN Central Office Executive Vice President (EVP) for General Affairs Khairullah and PLN Central Java Distribution Main Unit (UID) General Manager Bramantyo Anggun Pambudi.
However, the event reportedly raised questions among employees within PLN's Central Java distribution unit, particularly regarding the absence of the company's newly appointed president director.
An internal source at PLN UID Central Java said employees had expected Suroso Isnandar to attend the event and meet directly with PLN personnel in the region.
"We had hoped the new president director would come and meet us, the PLN employees in Central Java. Instead, the deputy president director and EVP for General Affairs Khairullah attended," the source said.
The source also claimed that Suroso was reportedly in Central Java around the same time as the inauguration.
According to the source, the event had initially been planned as a limited internal ceremony, with PLN management reportedly not intending to invite external parties. However, the Sukoharjo Regency Government subsequently invited members of the Regional Leadership Coordination Forum (Forkopimda) and published the event on its official Instagram account.
The presence of Yusuf Didi Setiarto alongside Khairullah and Bramantyo also prompted questions about management coordination and internal working relationships following the change in PLN's leadership.
Sources within PLN headquarters alleged that Yusuf Didi Setiarto and Khairullah had developed close working ties in several project-related matters. However, the allegations have not been independently verified, and no documentary evidence has been presented to establish any wrongdoing.
Suroso Isnandar was appointed PLN President Director through an Extraordinary General Meeting of Shareholders (EGMS) on October 14, 2026, replacing Darmawan Prasodjo.
Beyond questions surrounding the leadership's attendance, the construction project itself has become a major point of concern.
According to an internal source at PLN, the construction of the new UP3 Sukoharjo office, estimated to be worth approximately Rp24 billion, was allegedly awarded to PT Sinergi Properti Pratama through a direct appointment mechanism.
The source further claimed that the project had not been supported by a formal work contract, despite the construction having been completed and the building officially inaugurated.
If confirmed, the allegation could raise serious questions about the procurement process, project authorization, contractual compliance, and the company's internal governance procedures.
The circumstances surrounding the alleged appointment of PT SPP, the basis for selecting the contractor, and the reported absence of a formal contract warrant clarification from PLN management.
Khairullah, PLN's EVP for General Affairs, was contacted through his personal WhatsApp number on Thursday, November 5, 2026, to seek clarification. However, no response had been received at the time of publication.
A request for comment was also sent to Bramantyo Anggun Pambudi, General Manager of PLN UID Central Java, through WhatsApp. He had likewise not responded by the time this report was prepared.
The absence of responses from both officials leaves several questions unanswered regarding the project's procurement process and contractual status.
PLN headquarters is expected to clarify the project's total budget, the procurement mechanism used to appoint PT Sinergi Properti Pratama, the legal basis for the appointment, and the status of the construction contract.
Transparency is particularly important in projects involving state-owned enterprises, where procurement processes are expected to comply with applicable regulations and uphold the principles of transparency, accountability, and Good Corporate Governance (GCG).
